Amado hates the Otsutsuki's and he regards them as parasites, and the Shinobi system was created by Hagoromo Otsutsuki. I’ve got a feeling he has a shutdown code for Code, and his mumbling after the Isshiki fight was him giving instructions to Ada to lead Code to him. I believe Ada was honest about hating him, but he may have made a deal to remove the power that makes people fall in love with her. I think once Code has been taken down, Amado will extract the power of the White Karma seal, which will eventually be used to create an artificial Karma seal for Kawaki. I’m not sure how he’ll manipulate Kawaki to side with him, but I think he’ll either know a shocking truth about Kawaki’s parents, or he knows that some more Otsutsuki’s are going to eventually arrive on Earth, and he’ll convince Kawaki that the Shinobi‘s are too weak to handle them. It would also create an ideological difference between Kawaki and Naruto, since Naruto is a big believer in the power of chakra to connect people (Ninshu). Kawaki has seemed quite indifferent to Naruto’s teachings about Ninshu so far, and he even said he doesn’t really understand it. Maybe that’s why Amado needs Kawaki, because Kawaki should be able to absorb limitless amounts of chakra. Amado does have technology that can absorb chakra, but we saw in the Naruto vs Delta fight that his current technology has a slight storage problem. Perhaps Kawaki is the key to ridding the world of chakra.
